I am sure it is passing you can not say passed the exam in the firist of the sentence unless if it comes after pronoun ex:you, they etc........

this question was a little bit tricky .. i think the teacher used informal speaking language in this question and he wanted us to use the answer passing ! but if he means to use formal language i guess he made a mistake which not using a noun after the first word (after).. so the sentence will be ( After Khalid passed the English test, he started to study harder ) .. the teacher used the past (started) so we should use the past as well .. im sure there is a mistake in the question whether he used an informal speaking language or forget to put a noun after the word after !
