job placement and promotion of employees who have earned college
degrees (traditional and non-traditional) will be subject to the following
guidelines:
industrial relations manual for saudi arab employees
chapter 14: Personnel development

1. Completion of a job-related course/courses or a college degree
program should lead to improvement in the employee’s job
performance. The attainment of a degree does not qualify an
employee for an automatic promotion or a job change

2. Decisions regarding promotions and job changes are governed by the
job description of the targeted job as planned by the proponent
department and subject to the applicable salary administration
policies. Promotions to higher jobs should be based solely on the
employee’s job performance, and ability to accomplish the tasks
included in the higher-level job. Promotions should not be granted
only on the basis of the employee having obtained a college degree

3. Promotion of an employee with a recognized degree is considered as
an in-policy action when the degree obtained is the same as the
degree required in the job description

4. If an opportunity for promotion and/or job change is not available in
the employee’s existing organization, the employee may seek
advancement through the internal staffing division

5. Employee’s development after graduation will be monitored by his/her
organization and educational partnerships department
