We are not talking about voicing of letters as it is the sound that is voiced or not- a basic matter in phonetics. Thus /b/ is the voiced counterpart to /p/.
In our exercises you are to distinguish between the pronunciations not the spellings of forms. Thus, the plural form of hat ends in (voiceless) /s/, whereas that of bag ends in (voiced) /z/, though the letter -s is the marker in both cases.
Is this now clear? Letters are not voiced or voiceless, only sounds!!
