The narrative technique used in "The Mill on the Floss" could be described as the "omniscient narrator" method. This means that the narrator knows absolutely everything about the characters' thoughts, motives, eventual fate and so on; even if he or she does not reveal everything to the reader, we are in no doubt that s/he knows.

For the most part, the narrator is omniscient. The narrator gives us detailed insight into all of the characters and tells us their thoughts and feelings. However, the narrator sometimes switches over into the first person, using "I" and directly addressing the reader as "you." Generally, the first person narrative sections are really generalized discussions of topics like history and religion. The actual narrative of the plot and the characters occurs almost exclusively in the third person,

Third person narrative form is writing from the omniscent point of view. Here, you use the he-she form. And Cleary told himself that he didn't care, but picked up the paper anyway
