Bill of Implementation For Regulating the services provided for Umra Performers and Visitors of The Prophet’s Holy Mosque Coming from Outside Saudi Arabia

Chapter One – Definitions
الفصل الأول ـ تعاريف
Article One:
المادة الأولى:
The following terms occurring in this Bill shall have the meanings indicated opposite each of them unless the context requires otherwise. Words in the singular shall also have plural meaning wherever the context so requires, and vice-versa.
يقصد بالعبارات التالية الواردة في هذه اللائحة المعانيالموضحة إزاء كل منها ما لم يقتض السياق خلاف ذلك، كما أن الكلمات التي ترد بصيغةالمفرد تحمل أيضاً على صيغة الجمع كلما تطلب النص ذلك والعكس بالعكس.
1- Kingdom: Kingdom of Saudi Arabia.
1ـ المملكة: المملكة العربية السعودية.
2- Regulation: The regulation of the services provided for Umra performers and visitors of the Prophet’s Holy Mosque, coming from outside the Kingdom, issued by virtue of the Council of Ministers’ Resolution No. 93, dated 10/6/1420H.
2ـ التنظيم: تنظيم خدمات المعتمرين وزوار المسجد النبويالشريف القادمين من خارج المملكة والصادر بموجب قرار مجلس الوزراء رقم 93 وتاريخ 10/6/1420هـ.
3- Ministry: The Ministry of Haj (Pilgrimage).
3ـ الوزارة: وزارة الحج.
4- Mission: Embassy or Consulate of the Custodian of the Two Holy Mosques.
4ـ الممثلية: سفارة أو قنصلية خادم الحرمينالشريفين.
5- Umra Performers: Persons coming from outside the Kingdom of Saudi Arabia for performing Umra rites and visiting the Prophet’s Holy Mosque.
5ـ المعتمرون: الأشخاص القادمون من خارج المملكة العربيةالسعودية لأداء مناسك العمرة وزيارة المسجد النبوي الشريف.
6- The Licensee: Any Saudi establishment or company of whatever legal entity that is licensed to provide services to Umra Performers as indicated in the commercial register of such establishment or company.
6ـ المرخص له: أي منشأة سواء كانت مؤسسة أو شركة سعوديةأو أياً كان شكلها النظامي مرخص لها بمزاولة أعمال خدمات المعتمرين طبقاً لما هومدون في السجل التجاري للمؤسسة أو الشركة.
7- The Manager in charge: The manager in charge of the Saudi establishment or company that applies for a license to provide services to Umra performers, as indicated in the commercial register of such establishment or company.
7ـ المدير المسؤول: المدير المسؤول عن المؤسسة أو الشركةالسعودية التي تطلب الحصول على ترخيص خدمات المعتمرين طبقاً لما هو مدون في السجلالتجاري للمؤسسة أو الشركة.
8- Branch offices: the offices the licensee should have in both Makkah Al-Mukarramah, Al-Madinah Al-Mounawarah and Jeddah, pursuant to paragraph (3) of Article three of the Regulations.
8ـ المكاتب الفرعية: المكاتب التي يجب أن تكون للمرخص لهفي كل من مكة المكرمة والمدينة المنورة وجدة بموجب الفقرة (3) من المادة الثالثة منالتنظيم.
