There are very few examples about this strage shortening has or have when it means possisson

until now what I found is this is completely uncommon in American English

In British English it's used in the form of "I've a car" but not formally - and I think also not officially

and some say they've found it used in some books

But I didn't find any website talks about shortening has when it is a main verb like your example

like: He's a car
