السلام عليكم هذي الجزئية الاولى من النص مذكرة سرية الجزئية الثانية مو عندي
The policy of the Government in the Southern Sudan is to build up a series of self contained racial or tribal units with structure and organization based, to whatever extent the requirements of equity and good government permit, upon indigenous customs traditional usage and beliefs.
تقوم ساسة الحكومة في جنوب السودان على إنشاء مجموعة من الوحدات القبلية أو العنصرية ويكون لكل منهما كفاءته الذاتي.ويقوم كيان كل منهما وتنضيمه على أساس المحافضة على العادات والتقاليد الموروثة والعرف والمعتقدات السائدة بقدر متسع ضرورات التكافؤوالحكم الصالح.
The measures already taken or to be taken to promote the above policy are re-stated below.
وتوضح فيما يلي الاجراءات التي إتخذت لتطبيق هذة السياسة .

اتبعت منذ بضع سنوات ساسة احلال الموظفين من ابناء المنطقة محل الموظفين من الكتبة والمحاسبين القادميين من الشمال ,واستخدام اللغة الانجليزية في المعاملات الحكومية. CONTROL 0F IMMIGRANT TRADERS PROM THE NORTH
الحد من هجرة التجار الشماللين:
تعمل الحكومة بكل الوسائل لتشجيع التجار اليونانيين والسوريين و (المسيحيين) على الحلول محل التجار من "الجلابة" وينبغي انقاص عدد من التصاريح التي تمنع لهذه الفئة الاخيرة بهدوء ولكن باسمرار.

ولايجوز منح هذة التصاريح إلا للجلابة الذين لايشغلون بغير الشوؤون التجارية ,والذين يؤدون عملهم بطريقة مشروعة, ولابد من الحد من تجارة الجلابة في المدن والطرق المهمة.
