complaining won't solve anything
Getting the salaries higher is won't do you much !
the prices of food, water and electricity will get higher too and it will be just a matter of time.
A wise man should never put himself in the position of handling responsibilities bigger than his possibilities, Also the fact that you think guard should have 5000 monthly makes no sense at all, if you will raise his salary there is more jobs that need to be raise too !
so you are simply making everything higher and higher
