I do have this problem too, but with German. Its frustrating when you understand but can't express yourself. Its mainly due to the lack of vocabulary or the lack of practicing the language. Thankfully I don't have this problem with English, though I'm not fluent but I'm pretty content with my level. The thing with languages is that you really need to be patient. Being frustrated, lost or discouraged is just part of learning. The ability of expressing your thoughts will come with time, just keep learning each and every day. Make the language part of your life and most importantly surround yourself with the language through listening, speaking and writing
