لأن أصل الجملة كذا:

He has cats
الجملة في الزمن المضارع البسيط (simple present)
معناها: هو لديه قطط.

إذا بغينا نحطها سؤال تصير كذا:
Does he have cats?
استخدمنا Dose عشان صيغة السؤال في المضارع البسيط لازم نبدأه بـ Dose أو Do
ويكون معناها: هل لديه قطط؟

الجواب بيكون: نعم، هو لديه قطط.
Yes, He has.

لكن لو كان الجواب مثل ما قلتي: Yes, He does. الجملة بتكون غير مفهومة.
بيكون المعنى: نعم هو يفعل.

أما إذا كان الجواب النفي بيكون كذا: No, he doesn't have.
استخدمنا Dosen't لأن صيغة النفي لازم تكون كذا: Subject + does/do not + Verb infinitve
الفاعل + does or do + not + الفعل الأساسي (بدون اضافات)

(بالأضافة، وهذا رأيي الخاص، ممكن تقولين yes, he dose have cats. تستخدمين does للتأكيد وهذا رأيي الخاص وبناء على خبرتي، يعني ما أدري هل لها قاعدة أو هي صح ولا لاء)

بحثت في النت عن هذا السؤال ولقيت الإجابة:

Does he have a good job? .... should I answer with: yes he does or yes he has! and why?

"Yes, he does". If you want to give a short simple answer, you have to respect the sentence structure of the question.
توضيح: نستخدم (Yes, he does) إذا بغينا نعطي إجابة مختصرة

Q: Does he...?
A: Yes, he does/No, he doesn't.

Replying "Yes, he has." can be confusing. The only way it can make sense to reply with "Yes, he has" is if you specify what he has.
توضيح: الإجابة بـ (yes, he has) ممكن تشوش المعنى ولا ينفهم الكلام.. عشان كذا لازم نحدد وش he has بالضبط.. فلازم نكمل الجملة مثال:

Q: Does he have a good job?
A: Yes, he has a good job. (Correct) << هذي الإجابة صحيحة
NOT
A: Yes, he has. (incorrect and confusing) << هذي الإجابةة خاطئة

وهذا شرح آخر:

Q: Does he have a good job?
A: Yes, he does. << نجاوب بهذي الطريقة إذا بغينا نجاوب إجابة مختصرة
A: Yes, he has a good job. << نجاوب بهذي الطريقة إذا بغينا نجاوب إجابة مطولة
A: Yes, he does have a good job! ("does" gives emphasis here, and we switch back to "have" in place of "has"). Then you could say, "And I'm so happy about it! He was unemployed for six months, and he had no money to buy food, but now everything is much better!" << استخدمنا (Dose) هنا لتشديد على الإجابة والتأكيد عليها.

وهذي أمثلة ثانية: ممكن تستنجون السبب في الإجابات المختلفة منها بنائا على الشرح السابق.

Q: Do you speak French?
A: Yes, I do.
A: Yes, I speak French.
A: Yes, I do speak French! (emphasis) Then you might say, "That's really weird that you asked, because I've been looking for someone with whom I can speak French!"

Q: Do you have a pen?
A: Yes, I do.
A: Yes, I have a pen.
A: Yes, I do have a pen! (emphasis) Then, you might say, "That is so strange, because I usually never carry a pen with me"
