Based on my experience being fluent in a second language is kind of hard (no doubt) , and it's highly influenced by the teachers who have taught us through out the early years of school,specially when it comes to accent lol... When it comes to improving your language i highly recommend READING , yes reading !!! it was a great help for me and i am sure its gonna be for you guys... I never took any proper training and I don't think school has to do anything with it either, Its all my own effort , if you want to learn you will have to explore , read , listen and that of course need a lot of dedication from your side. You're totally right about learning a second language. Actually, 80% of English is learned by yourself and the rest is just by the teacher . He or she just opens the door , and you only have to get in.

Like I mentioned in the podcast, reading is an important thing when one wants to develop his or her language.
