This is a good attempt. However, you need to understand that this course is about research where students have to choose a topic and write a research proposal about it.
The research topic should be either an idea the students want to discuss for example teaching English in your own city (problems and solutions) or could be a question that the students want to investigate the answer for, for example what is the best method of teaching or of learning English, etc.
The subject you have chosen is about a topic that is already established and discussed in books, articles, etc. Anybody can get a book about speaking skills and summarize the main ideas about it…. But do you think this is RESERCH???
You can develop the topic you chose into a good research topic by considering for example the use of Speaking skills in Arabic or in Saudi Arabic, or in the English classroom, or in teaching or learning English, etc. and tell us how they are used or how they are important, who uses them and give us some examples, etc…
