1-Why are poems considered national monuments in Rome?
Because Romans were warriors and soldiers and didn’t have culture and a sophisticated language. When they colonized Greece and saw how much culture Greece had , they felt inferior and fell that they empire is nothing compared to Greece so they encouraged the creation of literature as a notional culture
poems and plays began to be considered like national monuments celebrating the glory of Rome

2-Why did Formalsts reject the distinction between form and content?
Because traditional literary criticism saw meaning in content only and saw form simply as ornament (تزيين) Formalists insisted that there is meaning BOTH in the form and in the content
so form is not just a decoration. it’s a cattier of meaning too
