تعطيل الموظفين معناه : بسبب علاقة الرئيس مع احد موظفين يكون تركيز الرئيس على موظف واحد فقط يمنحه جميع الامتيازات من دورات تدريبية وترقيات الخ ... وبسبب هذا التمييز تتوقف مصالح الموظفين الاخرين
